|We want to update you on H.R. 3077 and S. 1703, the Affordable Housing Credit Improvement Act (AHCIA). As you know, with your critical help, we have been working hard to add cosponsors to this important legislation and to encourage Members of Congress to enact it this year. As of this update we have 35 Senate cosponsors and 176 House cosponsors which speaks volumes to the support that exists for the LIHTC and the AHCIA. To that end, our House and Senate champions have been exploring legislative vehicles that might carry the AHCIA.
We had hoped that the recently-enacted stopgap spending measure to fund the government through December 20th might provide such a possibility, but ultimately, the bill did not include a tax title. Now, another spending package will need to be enacted by December 20th in order to avoid a government shutdown. This provides us with yet another opportunity to advance the AHCIA as part of “must-pass” legislation.
Key House and Senate tax-writers are currently negotiating a tax package that could be attached to this year-end spending package. Provisions under discussion include, among others, extensions of expired or expiring tax provisions; a retirement savings bill that passed the House earlier this year; selected technical corrections to the 2017 Tax Cuts and Jobs Act; and expansions of the Earned Income Tax Credit.
We have been working hard to include the AHCIA in the mix of tax items under discussion for this package. To that end, we need your help in urging your elected officials to contact House and Senate leadership in support of including the AHCIA in any year-end deal. Negotiations on the spending and tax packages are ongoing, so it is critical that you reach out as soon as possible to your Members of Congress. Please thank them for their support of the affordable housing legislation and urge them to make sure that the leadership knows the AHCIA is a priority for them. We also wanted to share with you the House schedule for the second session of the 116th Congress that was recently released by House Democratic Leadership. While always subject to change, this should be helpful in planning property tours in 2020 for your elected officials so that they may see first-hand the many benefits of the LIHTC program for their constituents and Districts.
