About the Housing Advisory Group
For over 27 years, the Housing Advisory Group (HAG) has been dedicated to protecting and improving affordable housing programs. Our founding members were key architects of the Low Income Housing Tax Credit (LIHTC) and along with their industry colleagues, worked with President Reagan, Senate Finance Chairman Bob Packwood and a number of congressional supporters of affordable housing to create the LIHTC program within the Tax Reform Act of 1986.
The significance of the HAG can be viewed through the success and expansion of the LIHTC over the last 31 years as we have played a pivotal role in advocating for the program and affordable housing. Beginning with the 1995-96 budget negotiations, which threatened the survival of the LIHTC, we worked with our allies and created a strong foundation of support within Congress, defeating attempts to sunset the program. These efforts led to the first expansion of the program with an eventual increase in the credit cap from $1.25 to $1.75 and subsequent indexing of the LIHTC for inflation. For the past 27 years, the HAG has worked in a non-partisan fashion to educate Administrations and Members of Congress on the benefits of the LIHTC.

After years of working to fix the minimum 4% LIHTC rate, we were thrilled that Congress’ 2020 year-end COVID-19 relief and omnibus package included this landmark provision as well as much needed rental assistance. We are now focusing our efforts on passing The Affordable Housing Credit Improvement Act, recently reintroduced by Senators Cantwell and Young and Representatives DelBene and Walorski, which will include a significant boost in the 9% credit, reduce the 50% test and include provisions geared toward increasing production and efficiency. We are also working with the Biden Administration on synergies between their Build Back Better proposal and our efforts with the AHCIA.
Widely viewed and accepted by policy makers as the most successful affordable housing production program created in partnership with the private sector, the LIHTC enjoys broad bi-partisan support. The HAG and our colleagues are working with these policy makers as we confront our next great challenge, tax reform. We are confident based on the track record of the LIHTC that we will come out on the other side of tax reform with a stronger, more efficient and more robust program. We are working with the tax writers on Capitol Hill and with the Administration toward this end.
